The latest proposal of the Italian Ministry of Health addresses towards the institution of a national agency for health technology assessment. This policy would finally put an end to the disintegration and conflict of responsibilities on this topic at the national level. At the organisational level, however, what is the degree of adoption of HTA principles? What are organisational models for an effective implementation of HTA? What problems hinder the access and use of scientific evidence among users? Research on HTA has given less attention to the user's perspective. This seminar aims to discussing the organisational issues in HTA implementation in Italian and European healthcare providers by considering the points of view of administrators, clinical engineers, physicians, and technology providers.
